​​Markesman Group is seeking a mid-level Federal Technical Writer Consultant with Cyber/IT experience to support our growing federal proposal team. This person supports strategic messaging, tailors proposal content, and contributes strategy and/or editing of technical volumes as appropriate. The position is required to work with Markesman and/or subcontractor personnel to develop technical volumes, and other documentation in response to government solicitations.

JOB DUTIES

• Experienced in developing Federal IT proposals using best practices to produce winning proposals
• Cyber/IT SME with working knowledge of some of the following topic areas: Incident Handling & Management, Information Assurance & Security Engineering, Information Operations, 
• Development & Integration of IO, Space & STO into Cyberspace Missions, Network Forensics, 
• Network Threat/Intrusion Analysis, Digital Network Exploitation/SGINT Analysis, Computer Network Operations & Development, DevSecOps, Network Management and Engineering, Data Center Architecture, Vulnerability Analysis and Risk Assessments preferred
• Develop storyboards, outlines, compliance matrices and other documentation associated with the proposal development process
• Author bid templates with pertinent proposal requirements
• Participate in color team reviews and recovery, technical solution meetings, and other collaborative events
• Conduct SS/RFI/SOW/PWS/RFP analysis to become familiar with source materials
• Develop outline to align with requirements and address the customer’s need and hot buttons
• Support the full life cycle of Federal IT Services proposals
• Solid IT technical knowledge utilized in proposal writing
• Respond to Federal IT requirements with compliant technical proposal content that is persuasive, well organized, and responsive to federal requirement

REQUIREMENTS

• Bachelor’s degree in English, Communications, Computer Science, Technical Writing, or related field
• 5+ years’ experience in developing federal government proposals or Technical Writing
• Solid understanding of IT concepts, ability to translate into technical proposal content
• Proven working experience in technical writing and software documentation

Last week, our Markesman Newport News Team (with our families) gathered in front of our corporate office for a combined celebration - social distance style! Our celebration included: Dan's (our CEO) birthday, a sad farewell to John Sanders (one of our amazing project managers), and the end of the summer. 

This was a much-needed Markesman family event as it’s been nearly five months since the World Health Organization declared the novel coronavirus as an official pandemic. Our office was mandated to work virtually during these months and we all missed the camaraderie among our teammates. 

​​Together, we enjoyed awesome food, drinks, met our teammate's kids, and showed off our Markesman gear. Our goal was to keep our family happy, healthy, and engaged.

We all went home that evening with our bellies (and our hearts) full.

A big thank you to those who helped make this happen and for joining us that day!

REQUIREMENTS
5- 7+ years BD & Capture experience combined.
Bachelor's degree in a related field and 10+ years of related experience.
Knowledge of MPO or Virginia customer space.
TS/SCI with favorable Polygraph.
Strong recommendations from peers.
Extensive knowledge, experience, and success in winning captures.
Demonstrable understanding of all contract types (non-IDIQ, IDIQ - single or multiple award contracts), as well as payment types (e.g., FFP, T&M, cost plus).

JOB DUTIES

Plan, document, and manage the internal and external capture efforts.
Align marketing intelligence with the capture strategy.
Assess customer’s issues, program requirements, and competitive position. 
Conduct, manage, or obtain competitive and price-to-win analysis. 
Collaboratively develop capture strategy with teaming partners and proposal manager.
Serve as primary point of contact among the proposal development, solution, and pricing team. 
Secure senior management commitment and corporate resources for capture and proposal efforts. 
Monitor, review, and direct weekly proposal progress, ensuring adherence to the proposal process and schedule.
Manage the capture team, comprising the capture, program, and proposal managers. 
Develop the initial executive summary draft; direct completion of the final version; and confirm alignment among the executive summary, volume summaries, and customer presentations. 
Participate as an independent proposal evaluator in all major proposal reviews. 
Prepare and present the capture plan at the Pursuit, Bid, and Bid Validation Decision Gate reviews. 
Participate in color team reviews.
